We must note that the concepts of 'heaven' and 'hell' in Judaism did not
replace the concept of Sheol (the 'Underworld'). As Dan 12.1-3 shows, the
notions of everlasting life and everlasting condemnation supplemented the
notion of Sheol by placing an eschatological judgement day into the scheme
of things. This universal judgement day was came after Sheol. Thus, it is
correct to say that Sheol should be understood apart from the notion of
'hell'.

We should also recognize that some groups did not recognize anything more
beyond Sheol (eg, Sadducees). For them, Sheol was the final frontier.
