This one is tough, but Lamed prepositions have a wide range of usage. The
best usage that I could come up with in regards to Ex 23:21 is called
"specification". Sometimes the Lamed calls attention to the object of the
preposition. For example in Gen 17:20 the lamed in WL:YI$:M`"'L W:MA`:TIYKA
the lamed here is translated as "with regards to Ishmael I hear you."
That is similar to this verse. KIY LO' YI&A' L:P$:`ACEM
"And he will not lift with regards to your transgressions...."

Chris,
As I noted, I do not like making the arugment from
authority, it is kind of *cop-out*. However I merely
offered it as a seondary support to my main arugment.
All that being said, I would say that these sources are not
merely authoritative because every says they are, all
though that is not a bad thing, in and of it self. I would
say that they authoritative because they were translated by
teams of professional translators who have college degrees
in relavent fields of study from accredited universities.
The translators have spent the majority of the adult life
studying Hebrew and how to translate it into English.
In the contex of 1 Sam 15 and 2 Sam 21, punish seems not
inappropriate.
