I don't think this is right. According to BDB, $- is found 19 times in Psalms (all from 122 onwards), 4 times in Lamentations, exclusively in Song of Songs, and 68 times in Ecclesiastes, plus perhaps Genesis 49:10 as we were discussing recently and Job 19:29.

$- takes patah also in Song of Songs 1:7 and perhaps Job 19:29, as well as twice in Judges 5:7. Also in Judges 6:17 it takes qamats before alef, in what looks like compensatory lengthening of patah (but segol is more common before alef).

$- is probably not an abbreviation of )$R as forms like $- are more widespread among Semitic languages.
