I guess we all know by now that virtually every "rule" in BH turns out to be
an oversimplification. But is it not the general rule that the suffixes are
appended to the "construct" form of nouns?

No disagreement here.
Sorry about the "smixut." It is merely the Hebrew term that describes a
noun that "leans" on a following word. I believe it and "construct" are the
same thing.
