Surely Samuel at least is demonstrably earlier than Josephus, as it is
represented at Qumran. Is the same true of Chronicles? I know this doesn't
settle the matter, but are there any reputable scholars who date Chronicles
after 70 CE?

As you have no relevant criteria to say what the "reasonable datings for the
materials, i.e. Sam. and Chr." are, nor whether those "reasonable datings"
are
earlier than Josephus, this is worth your two cents I suppose.
