Rashi. His commentaries on the Tanakh and Talmud are the starting point in
cheder and
yeshiva for serious inquiry. They are available in Hebrew/English editions
for the
Torah from both Artscroll (http://www.artscroll.com) and Metsudah
(http://www.ktav.com).
Judiaca Press "Books of the Bible" includes the entire NaKh and they have
started the
Torah. I don't know if they've finished yet or not. This series includes the
commentary of Rashi translated to English, as well as summaries of several
other
commentators. It is essentially the "Mikra'ot Gedalot" in Hebrew on the
right page
with the English translation of the Biblical text, Rashi and the summaries on
the left

A modern scholarly series is available from the Jewish Publication Society
(JPS) in
Philadephia (http://www.jewishpub.org/) which covers the Torah and has
recently been
extended to Nevi'im. Several volumes of the Anchor Bible Series are by Jewish
scholars.
There are other series available too, depending upon your specific interests
(mystical, traditional, or scholarly) time frame (ancient, medieval,
classical, or
modern), and the intended audience (yeshiva students, chasidim in general, or
modern
laypeople [which could probably be further divided into sub-categories]).
Working your way through Rashi is typically the traditional Jewish starting
point.
