If the receiving organization is tax exempt, usually a 501c3 but other
categories apply for educational institutions, 4-H, local government, any
donation, including costs associated with making the donation are usually
deductible from gross income, however there are some limitations on quantity
and you will need an appraisal of the horse if a substantial sum is claimed.

Many mounted units accept donations, usually geldings, and most often broke
to ride and trailer. Philadelphia's Mounted Police unit had several mounts
either donated or directly paid for by local companies. One was IBX, paid
for by Blue Cross and Blue Shield and later inappropriately disposed of at a
public horse auction. With the revival of the mounted patrol donations will
again be accepted. NYPD actually has a foundation that accepts cash or
property for a designated use or as general donations.

Generally, but not absolutely, an agency wants a tall horse, strong legs,
accepts shoeing and trailering, wants to be out and about regardless of the
weather, will ignore the general public but be cute and cuddly to little
kids, and not spook. The other end of the performance curve is the ability
to stand for long periods as the officer does what he has to do- citations,
interviews, direct traffic, eat lunch.

There are two provisos-- the horse must be suitable for the patrol
environment and there can be no conditions on its ownership after an initial
trial period during which the cops can return it to you. In most
jurisdictions police animals cannot be sold once inducted but must be
retired or euthanized. The mounted patrol at a local state prison retires
theirs to the prison farm where lifers care for them, and a rescue
organization also operates a rehab.

There is no recall right associated with a donation. This is why many
agencies will not accept "rescues" that remain titled to the rescue and are
merely in the custody of the agency subject to inspection by the rescue.
