It depends on the size. If you are talking about minor cuts and scrapes from
sports or a major incident. The little stuff is soap and water, most of the
blood born pathogens don't survive well outside the warm body. Household
bleach which is only 5% active diluted 10 to 1 kills most blood borne
viruses in 30 seconds to 1 minute of contact. Kids should be vaccinated
against heppatitus and meningitis as a school entrance requirement. You
probably want to launder the clothes separately to avoid cross
contamination.

If you are talking about a major incident you call a crime scene cleanup
crew in and let them dig up the dirt, burn the clothes, etc.

If you are first aiding you want gloves and maybe a plastic apron to keep
your clothes clean.

Kids have been bleeding at football and soccer for years with little or no
effect. Calling a haz mat task force for each cut or scrape is ridiculous.
In the next state their DEP wants you to report and clean up anything at 5
gallons or more (Most radiator leaks are over 5 gallons). My state wants
you to call, but for the most part it takes 55 gallons of oil for them to
make a big deal over it. It is a matter of perspective.
