Being in Pennsylvania there is little I can do personally. However, without
being cruel, it should be noted that his lack of planning should not make it
our emergency. There have been federal emergency planning mandates to cover
livestock evacuation for several years and the owner of a large operation at
risk, no matter how small the probability is, should have a plan. What are
his neighbors doing? In most areas a neighbors' cooperative plan calls for
all of them to work one ranch at a time moving the stock to safety using all
their resources at each site.

By the way it is illegal to haul horses in multi-deck cattle trailers.
