What type of organizations does HIPPA cover? In many search and rescue
incidents, the media has already reported the incident in detail including
the names and other identifying information.

All organizations and individuals in the US providing health
care, broadly defined. It absolutely includes ambulance
services and EMTs. And I think it is good practice for all.
HIPPA is still new enough that applications are not yet well
established.

True, but that doesn't change your personal responsibility
to guard the subject's privacy.

HIPPA expressly *permits* sharing of personally identifiable
information without the person's consent within organizations
(broadly defined) for training purposes.

The key here is consent: if the subject consents, then you
can tell anything and everything.
