Jorene - Great advise!

I truly believe that many MSAR teams forget to take into consideration the importance of disaster management preparation and do not include these skills within their MSAR training program.  Even in the most remote areas, a small-town disaster can quickly consume local governmental resources and will require the need for trained volunteer rescuers.  The CERT training you spoke of is an exceptional starting point for this type of basic cross training.  I sometimes wonder just how many MSAR teams do not have a few cans of spray paint available, in the event a structure to structure search needs to be conducted.

I believe it is the responsibility of all MSAR management personnel to maintain documentation of; the skills and training of each of team member, the equipment and resources that the team can provide, and to insure realistic and regular training is conducted.  Sometimes too many search teams forget the importance of rescue operations.  The term L.A.S.T. (locate, access, stabilize and transport) is also used during suburban disasters.   Our mounted team has a working relationship with many of our state and local emergency management agencies.  At times, we all need to think outside the saddle (or should I say the box) and give those agencies a nudge.

But if Disaster Management isn't aware of the SAR resource options, they won't know to ask for them and include that potential in pre-planning. If SAR Management in your operational area isn't participating in Emergency Planning ... you might want to give that person a strong nudge. ;)
