Rebar doesn't stick all that hard. Sounds like your ground is dry. Try
soaking it, then wiggling them back and forth while pulling upward. I have
a lot of them in the ground here, and we've got some very hard hardpan 1 1/2
foot down in some places. It just takes work. T-posts are harder, but I
use my tractor 3pt hitch and a chain for those.

Have you tried wiggling them back and forth and working them
loose in that manner?

If this doesn't work, we're going to have the same problem
in the fall as we're using them for tomato supports.
work last year, when we used rebar for pole-bean teepees.
