That was the part I didn't understand. I find it hard to believe that there's a limbo state between being in the FBI and not being in the FBI where one is not actually in the FBI, but yet have access to official business cards and FBI logo-ware. And what's a task force have to do with ongoing, normal law enforcement? I thought a law enforcement "task force" was a temporary body for the investigation of a particular crime.
