The point of the telnet command is to ensure that it is possible for _anything_ to connect via tcp/ip to your instance of SQL Server. Connection refused says that it is impossible for anything, not just FreeTDS to connect via tcp/ip. Two likely culprits are a firewall blocking access and SQL Server not listening for tcp/ip connections at all. At the very least before using FreeTDS to connect, you need to reconfigure 192.168.1.82 until you can connect via telnet to port 1433. Once you can connect via tcp/ip, then you can move onto testing your FreeTDS software/configuration.

Just to make sure that server is up, I tried connecting from other windows
machine and it is fine.

When you say "tried connecting", does that mean you tried connecting via tcp/ip or connected via another method?
