Bauckham in "What if Paul had Travelled East rather than
West?," in J. C. Exum ed., Virtual History and the
Bible(Leiden: Brill, 1999) 171-184. (no longer online though
still linked from NT Gateway) has some interesting arguments
on the importance of the Babylonian dispersion and the
centrality of Jerusalem - makes one wonder if Peter really
did get to Babylon? Bauckham wonders why Rainer did not see
the relevance of Isaiah 60:6-7, which includes the
Nabateans, to Paul's early travels as well as Isaiah
66:19-20 to his later ones.

Rainer Riesner among others proposes that Paul took his
missionary
itinerary from Isa 66:18–19; Javan follows Lud and Tubal,
i.e., Asia
