My understanding is yes. The CRB system applies only where the
performer has refused permission. Where the perform has granted
permission, as though a CC license, the terms of the deal are whatever
the performer and webcaster have agreed to. In the case of a CC
license, those terms are often "go right ahead!"

As for future podcasting regulations, no one knows what Congress will
come up with, but it seems safe to assume for the time being that using
CC-licensed music will continue to be a safe route.
