Public Domain clip-art publishers often do this. Some just put a blanket
copyright notice and don't explain anything, others use the collective work
copyright to claim that you cannot use more than five images (for example) from
the collection in a single derivative work without permission. Dover Books
actually published their own book on copyright that explains their version of
this principle so I call it "Dovering" in their honor. ;-)
