I think attribution should be viewed by its original name of "advertising
clause". If you're using CC-BY for something, it should be for free
advertising, not for any sort of gift-economy type project.

As free advertising, if the URL goes out of date, that likely means that the
business folded or some other event, in which case, attribution served its
purpose for the duration of the business. And I believe that CC-BY says that
if the URL is dead, the attribution requirement can be removed.

If you have a long-term gift-economy project, you should use CC-SA, include
all your files in a tarball, and not rely on BY to point to the latest and
best version of files. You might use BY at the start to advertise the project,
but you shouldn't rely on it as the main distribution means.
