As I recall, they have to 'freeze' the version they
will ship rather early on within their own release
cycle.
During testing when problems are found, they have/had
to backport specific fixes from later versions
(released between Sun choosing which version to
include and going through their QA etc cycles). And
the version frozen may not even have been the latest
official release, on assumption that it might not have
been stable enough... plenty of inertia involved, and
then last minute patches to work around biggest
problems found. ;-/

Additionally, specifically for 1.6 etc. release, there
may have been additional reasons due to Sun's Stax
parser being built on slightly modified XNI core
(modified because some functionality may not have been
exposed by the core, when sjsxp was developed), so
they may have had to support some of the tweaks.
