The same nice properties could have been achieved if &#x0; were allowed as a
character reference, in the same way as &#x1; is now allowed. And many other
nice properties would have been achieved at the same time, in particular the
ability to encode an arbitrary octet stream without resorting to nonsense
like base64 encoding.

But never mind, committees always make compromises.
