I don't see why you shouldn't switch to Piccolo just because it coughs
on "<!DOCTYPE foo>" declarations. These are plainly useless: documents
containing them cannot be valid, provide no help to anybody, and are
unlikely to appear in real documents unless they are written by hopeless
SGML weenies.
