bil, that's also a great idea; we're actually looking at implementing something like php.net's annotation system for help.unc.edu, which is currently geared to the "read only" web paradigm. My offer was made in the spirit of requiring the minimal amount of effort from others, and I'm perfectly willing to admit that help.unc.edu as it stands is not ideal for a fast moving collaborative documentation project. I will say, though, that it has a feedback mechanism which makes for the possibility of offering suggestions, so a responsive author would be able to make updates reasonably quickly.
All that said, If anybody wants to take the time to set up a wiki etc., I'm behind that and I'll even offer to contribute (when I get back from a short vacation, at least).

It so happens my day job is maintaining the ITS knowledgebase
(http://help.unc.edu), which is a system for distributed authoring and
publication of DocBook documents. I'd be happy to take some documents
like Tim's and make them available through help.unc.edu (and elsewhere:
details available upon request), if the authors are willing.
