To clarify a little more, you should use it after the initial install, since
the ISO is set up for the lowest common denominator, using binaries for a
generic machine. Naturally, tha is not what you picked a source based
distribution for. So, when you install from an ISO you want to set your
optimizations as you prefer, update the grimoires to relect the latest
versions, and then rebuild - which just casts everything from scratch for
your arch & with your optimizations. That's why you want to do it as soon
as possible, because it rebuilds everything - if you've cast spells on your
own, it will rebuild those too, even though that would be a waste of effort.
So, you only do it once, and as soon as possible after installing from the
ISO.
