Remembered dependency, probably. Try making sure that everything which
depends on openssl (via 'gaze depends openssl') has been recast. To do a
thourough check, do 'cast --fix'. Also, did you recast php with 'cast -r
-c php'?

I have php/apache2/mysql/etc. compiled against openssl 0.9.7a.
