Hard to say now that the change is submitted, but the fact that the
command line worked would indicate that there wasn't a resolve pending so
I there are few reasons why p4web would not have submitted it.

I guess the most obvious reason is that the submit would fail if one of
the files being altered could not be found on your workspace. I dunno if
that's a possibility, but it's the second most common cause of submit
failures (after having a pending resolve).

If it happens again, stop your p4web, and restart it with:

p4web -vrpc=5 2>&1 | tee p4web.log

then retry the submit and send me the output. Then I can look at the rpc
trace and see what the dialog between the client and server was.
