swoolley suggest that I try running "p4 submit -c 10400" from the
command line, that seems to have done the trick:
$ p4 submit -c 10400
Submitting change 10400.
Locking 1 files ...
edit //sgl/devel/sorcery/var/lib/sorcery/modules/url_handlers/url_cvs#3
Change 10400 renamed change 10424 and submitted.
Anyone have any idea why it didn't submit, so that I can avoid this
problem in the future?
