Some init scripts cannot start if there is an old pid in /var/run left from a
previous run that was abruptly terminated. I get this sometimes when I forget
that my laptop is running on battery. :)

In my case the affected scripts in particular are hald and smgl-messagebus.
But
instead of filing separate bugs for those, I decided to request a feature that
would delete any stale pids before running the script(s).

I'm not completely sure if this is possible or easily achieved. But I'm
guessing
that comparing the list of running processes to what's inside /var/run could
work.
