Just a thought: if running named as user bind runs in a chrooted environment,
perhaps it's accessing the configuration file under there? (like
/chroot/etc/named.conf as opposed to /etc/named.conf) If so, when run "as
root" (ie: without the -u parameter) it's probably accessing the
/etc/named.conf file. That might explain the discrepency.
