After looking at some ChangeLog's of different projects, it seems like
the standard format is:

DATE NAME EMAIL
* LIST OF FILES: description of changes to those
* LIST OF FILES:

description of changes to those


I've seen those two versions prominently, i'd suggest the first one
since it needs less space :)
i.e
* BUILD, DETAILS: updated to 0.4.5pre3, fixed BUILD to not
install to /usr/local

I'm OK with that, but if I would make a change, it would be to separate out the files and their details for unrelated changes, i.e.:

* DETAILS: updated to 0.4.5pre3
* BUILD: fixed to not install to /usr/local

but for changes where a single change covers more than one file,

* CONFIGURE, BUILD: added optional support for FancyWidget(tm)
