DB_File is a part of Perl distribution (but not Perl itself). It was always like this: DB_File inside Perl and another DB_File as a separate spell. I don't know why, but my guess is that Perl's distribution changes infrequently, and DB_File goes through several iterations while Perl's tarball is always the same.

If it's a part of perl, why do we have a DB_File spell? And if we unpack
the DB_File and install it as part of perl, that also will be misleading
in that the user will now have DB_File installed, but sorcery will not
know that.
