I believe the root filesystem is special. All other partitions are mounted
after the system is up.
The kernel mounts / at boot so df wouldnt know much about it.
fsck is run in the mount.sh initscript. It runs fcsk -A, which tells fcsk
to check all filesystems listed in /etf/fstab, starting with /.
