Perhaps the different error message isn't as meaningful as what doesn't happen
inside sigsuspend.

The prints to the screen of the init activity happens while sigsuspend is
running (or, actually, "suspended"). After it "resumes", the different error
doesn't seem to affect behavior from the strace output.

It'd be nice if there were a way to see strace from init itself, rather than
initctl. I'm curious to see what triggers init to start doing what it does in
the correct shutdown versus the incorrect shutdown.
