Sorry to be pedantic but can you explain your reasoning for this? If its
simply
personal taste I think that falls into configuring the end users system for
them. In which case, it must be optional.

Also, /bin/sh is required to boot the system, so whatever spell provides it by
default must be in basesystem. Bash is already in basesystem so we get it for
free. Do the reasons you have for sh being a "proper app" outweigh the
downside
of adding another base spell?
