Neither of these fixes is strictly correct per FHS and I think there's more
work
to do here.

"This directory contains system information data describing the system since
it
was booted. Files under this directory must be cleared (removed or truncated
as
appropriate) at the beginning of the boot process. Programs may have a
subdirectory of /var/run; this is encouraged for programs that use more than
one
run-time file."

Note: *Files* under this directory must be cleared, not directories. Given
the
literal wording and the recommendation to use subdirectories, I don't think we
should be doing rm -rf /var/run/* and risking breakage, we should just remove
files under that point.

"Although data stored in /tmp may be deleted in a site-specific manner, it is
recommended that files and directories located in /tmp be deleted whenever the
system is booted.

FHS added this recommendation on the basis of historical precedent and common
practice, but did not make it a requirement because system administration is
not
within the scope of this standard."

Note it is only a recommendation, and their rationale makes perfect sense and
we
as the distribution should follow it as well. Especially given that we're a
distro that doesn't try to enforce particular system administration
decisions.
Deleting potentially large and still relevant amounts of data automatically
without user intervention is a Bad Idea. This should at *least* be optional
at
init.d cast time.
