I renamed the new section to python-devel (Arwed's most recent suggestion)
with
change 71079 and will await the decision on this. Nobody ever suggested
"python-libs," I simply used "-libs" as the currently most common section
suffix. Finally, I can argue that none of the listed spells are
"applications,"
rather they are development tools, sometimes with user interface. Several
don't
have any UI (4suite, scons, setuptools, svnmailer).

Source code management tools that are on your list can be as easily moved into
collab section as collaboration tools, because source code management is
*required* for team development and is only *optional* for personal
development.
I don't want to start a discussion of why they weren't created in this section
to begin with, I'm only giving you an example of many arguable inconsistencies
in our spell to section mapping. There are worse example, like pam_ldap and
nss_ldap being in different sections while fulfilling pretty much the same
function, that of mapping between accounts and id numbers.
