Replying to myself again, but...

I submitted kdebase to devel and test with fixes that ought to take care of
this. I also filed bug #10869, which I believe should be fixed in few moments
by Andrew (thx!!1). In other words, from now on it will be possible to use
REPAIR^all^ to apply changes that can unconditionally be forced unto all
previous installs.
