On my machine "make install-no-fixedincludes" was failing without returning failure code. I submitted a fix in devel grimoire that issues "make_single" before this instruction in gcc/INSTALL.

No idea what could have gone wrong there right now. If you could salvage
the compile and install logs and send them to the list I'll see if I can
find a cause for this.
