-mutt 1.4.2i from stable grimoire.
-set charset="utf-8" in .muttrc (please tell me what else you need, since
I barely touched this conf file I wouldn't know what is relevant or not.)
-TERM=rxvt-unicode
-COLORTERM=rxvt-xpm

locale returns that:

yeah I see. it's supposed to be a nice arrow like the one on the return
key.

hmm maybe some font issue?

I use the terminus font, here is the entry in my .Xdefaults:
Rxvt*font: xft:Terminus:style=Bold
