IMHO the right solution would be for the apache spells to create
/etc/httpd/conf.d/ and add 'Include conf.d/*.conf' to httpd.conf. Then
php (and whatever other spells want to add stuff to httpd.conf) could
create /etc/httpd/conf.d/php.conf
