Our policy is not to start or stop services without user confirmation,
period. We learned this the hard way. People should know that major
version bumps have implications. Postgresql, for example, needs a db
dump, compile, restart, db restore on major version bumps. Do we do
that for people? Of course not, and we shouldn't. If you're going to
update a service that people use all the time -- test it first or at
least have a good idea of what is needed. This is basic server
administration. In this case, all it needed was a restart, I'm
guessing, and messing with running services is never good unless you can
guarantee that the user has confirmed they want it (which is why I would
default to no as sandalle suggests, if you're going to do this at all,
and make sure it is not going to persist this answer).
