It's not possible with 2.6 kernels, as applications won't compile with
the kernel headers glibc was compiled against, that's the whole problem.
We used to copy the real kernel headers to /usr/include on glibc
compile, but that's only an option on 2.4 kernels.
Ideally we would install glibc-kernel-headers of the currently used
kernel on glibc compile, but that isn't really possible, since the
latest available package of sane headers is usually not for the latest
available kernel. So the compromise is to just always install the latest
available "fixed" kernel headers, and so far we haven't run into
problems with that.
