I agree that it wouldn't be a "correct" fix, in fact more just a
work-around. I don't see why hwclock would be running via cron. Out of
curiosity are you running fcron? I've been experiencing my own strange
time behavior with fcron.

As for the symlink issue, I do think that a symlink is nicer, as it lets
you easily see what timezone you have configured. Leaving the
NEEDS="+local_fs" will work as long as /usr can be mounted. Another option
suggested on the Yellow Dog Linux mailing list, was to copy -R
/usr/share/zoneinfo onto / without /usr mounted. This way the symlink will
work with or without /usr mounted. I don't see how this could be done
automatically from within the glibc spell safely though.
