This tarball is everywhere in the net :)
One place I can remember is www.verde666.org/sed.

The official place for 3.02.80 was alpha.gnu.org AFAICR, but it's not
there anymore.

Someone made contact with the maintainer? Maybe he's just updating the
stable 3.02 with the 3.02.80 but had to wait for some problem in the gnu
site (I just read a mail from other maintainer with write problems in
the ftp directory of gnu.org)
