I found the issue. It was caused by the *.la files in /usr/lib.
Somehow configure etc. were pulling data from those and causing the
build to fail.

Once I deleted all of those there was no problem upgrading to the xorg
in devel-xorg-modular.

Probably need to have those not tracked and removed.
