I agree with the question, though this is probably another place where
"normal process" isn't actually defined in any published documents, just
some historical ML posts or normal practice. We need to get these things
written down so people have something to refer to.

For better or worse I think most recent integrations to stable have pulled
KEYWORDS along for the ride.
