I'll look at doing proc first, but that won't solve the /etc problem. I'll
see it if I can find some docs on that, I noted it in the bug but no one
indicated they were having any issues with the reordering that was done so
I thought it was working for people.


By "filesystems like /proc" I meant /proc, /sys, maybe /dev, and any other
"system/kernel" stuff. I didn't mean /etc or anything like that. /boot is not
supposed to be under LVM or software RAID if I understand correctly, so it's
the only "user" FS we can probably mount before initializing RAID and LVM, but
there's no point in doing that. I'll post this to the bug, it's just difficult
to do so from where I am working now.
