It's not just you.
It is messy, confusing, prone to errors and takes longer for the page to
generate/resolve.
IMO the most userfriendly approach is a directory for each release and in the
top dir a LATEST_IS_* file so people know which folder to open. It will take
the least maintenance in the long term too.
