Colorado is very close to legalizing certain aspects of water harvesting.
The House just voted to pass the new rain barrel law allowing anybody in
the state to harvest up to 600 gallons of water a year in rain barrels (not
to exceed 110 gallons of storage at any one time). While this may seem
like, and truly is, an insignificant amount, the paradigm shift that this
will cause in the state around water is huge.

Ultimately, changing legal structures is all about paradigm shifts in
culture. I like to think that the few of us presenting on this issue all
over the state for the last decade have made this change more welcome.
Still working with the state legislature to pass even more sweeping changes
that will benefit the ecology AND economy of water use in the state, from
city dwelling hipsters to rural land, crop, and herd managers.
