Educate your government, it can help. At the very least, they can plant
nitrogen fixers and other useful trees. Many trees have edible leaves even if
no fruit - get them to plant those! So many governments don't plant fruit
because when it falls, it becomes a "nuisance." Help them solve that by
hooking up homeless or low income programs with picking fruit from city trees
and selling it. Win-win! Many potential solutions but it all revolves around
enough communication with government employees to educate them. Many will be
responsive, especially on local levels. Many of them love their city and want
it to do well, and can be gotten to see the importance of local food supply
and water conservation.
