This is a 250 watt total lighting older bulb with good reflector. I figure it will cover 3x3, depending on how close
I am concerned that the light may be too close and harm the plants, but I like the stocky growth.
How close is close enough?

You didn't really give enough information for anyone to be able to
answer the question. What is the bulb wattage? Is this supplemental
lighting or the total lighting? Is is a new bulb or an old bulb? Are you
using a reflector?
A 1000 watt metal halide with a reflector will light an 8' x 8' area as
the only light source. If it is supplemental lighting, you could light a
10' x 10' area. So try 4 - 5 feet above the crop for a 1000-watt. I've
never used a 400 watt.
